This is the beginning of a film by Greg Palast one year after Katrina and since Greg is white he didn't get the same bad press and claims of bias that Spike Lee did for his "When the Levees Broke" but the story is essentially the same. Here is part 1 of Big Easy to Big Empty:

I strongly suggest you view this film and ingest what is being reported about the Bush White House and FEMA's negligence. Not to mention that of the ACOE.
